TERO - Tribal Employment Rights Ordinance

Our Mission:

The Tribal Employment Rights Ordinance (TERO) Program is a cornerstone of tribal sovereignty, ensuring that Indian people have the opportunity to thrive economically on their reservations. Rooted in the inherent right of self-determination, TERO empowers Tribal Nations to regulate employment practices within their jurisdictions, safeguarding the economic interests of their citizens.

TERO's mission is to uphold the employment rights of Indian people, fostering a robust and equitable economy within Tribal communities. This mission is achieved through the following objectives:

  • Enforcing Indian Preference: TERO mandates that Tribal Nations have first preference in employment, contracting, and subcontracting opportunities within their reservations. This preference ensures that Tribal citizens have a fair share of economic opportunities, promoting economic self-sufficiency and community development.

  • Eliminating Barriers to Employment: TERO addresses historical and systemic barriers faced by Indian people in the employment market. By providing training, education, and employment support services, TERO empowers Tribal citizens to overcome these barriers and access meaningful employment opportunities.

  • Protecting Anti-Discrimination Rights: TERO safeguards the anti-discrimination rights of Indian people under both tribal and federal laws. This ensures that Tribal citizens are protected from discrimination based on race, ethnicity, gender, or any other protected characteristic.

TERO is a testament to the unwavering commitment of Tribal Nations to the economic well-being of their citizens. By upholding Indian preference, eliminating employment barriers, and protecting anti-discrimination rights, TERO empowers Tribal communities to achieve economic prosperity and self-determination.
